Gather supplies
Fold a sheet of tissue paper in half by folding the short ends together. Straighten out any creases or wrinkles.
Fold tissue paper two more times
Fold tissue paper in half again, going in the other direction, twice. You are again putting the shorter ends together.
Cut tissue paper
Cut a 2-inch-thick strip of the folded tissue paper going longways and stopping about 5 inches from the top. Repeat across the folded tissue paper to create streamers
Continue cutting
Streamer-like strands should be forming.
Final cuts
Undo the last two folds, cut any streamers to proper width that did not get cut previously due to the folds. Then, cut up the center all the way to create two separate streamers.
Begin rolling
Unfold the tissue paper completely. Then, using the middle section that holds the two sides of the streamers together, create a tight roll until the whole streamer is together in one roll.
Twist
Twist the center, and then form a loop with the twisted portion.
Glue loop
Use a hot-glue gun to hold the loop together. Repeat for each streamer.
String streamers up
String twine through the loops of streamers.
